Those who have studied Holy Quran know very well that it does not specify any political system as such but it clearly calls for consultation on all important crucial matters ,and what else than formation of government can be more crucial .

Thus by implication formation of CONSULTATIVE COUNCILS becomes mandatory for formation of government which are nothing but representatives PARLIAMENTS of modern age. Keeping this in mind the first four Caliphs after death of the Prophet(pbuh) were appointed by CONSULTATIVE COUNCILS. Had the Islamic Mullahs expanded this idea Muslims could have easily adopted DEMOCRACY which Western Nations developed long time ago.
